Certification Procedure

LHR operating as a Notified Body within the EU, strives to deliver excellent quality of CE assessment and certification services so that boat manufacturers and importers can demonstrate full compliance in accordance with the new RCD 2013/53/EU and the relevant harmonised ISO standards.

Our team of surveyors consists of skilled and well-experienced professionals who will monitor the craft from preliminary design stage until final launching.

The certification process begins with the submission of a formal application from the shipyard, the importer or the individual owner. Upon submission of the application and the technical file, on-site inspections will be carried out.

The brief certification process is as follows:

  • Submission of certification application, including technical file and assessment module chosen by the manufacturer
  • Examination & Review of the technical file by LHR
  • Assessment of product by means of onboard inspection, audits, tests or calculations – by LHR staff
  • Corrections of any discrepancies in the technical documents or craft by the applicant
  • Issuance of certificate & CE marking
  • Declaration of Conformity issuance (by the applicant)

Application

The Applicant (i.e. manufacturer or authorised representative or the person who places
the product on the market) submits a formal unique application for certification to LHR,
declaring that no other notified body has been contacted to obtain certification for the
same product. The application will include:

a.   Applicant name & address;
b.   Description of the product under assessment
c.   Technical documentation of the craft or component;
d.   Conformity assessment procedure to be applied.

Verification steps

In relation to the assessment module chosen, LHR carries out:

a.  examination of the documentation and construction drawings
b.  on-site inspections to verify compliance of the product with the drawings submitted
and quality of the construction process visits on board to check that all essential CE marking requirements have in fact been met.
c.  assessment of the quality system to determine whether the requirements are satisfied (applicable only for modules D, E and H)

Depending on the evaluation module chosen, the process runs parallel to designing and building the product.

CE MARKING

The CE marking consists of the initials “CE” as specified in the Directive.

The CE marking is also followed by the LHR identification number, if the following certification procedures have been adopted:

  • Internal production control plus supervised product testing (Module A1);
  • Conformity to type based on internal production control plus supervised product testing (module C1)
  • Conformity to type based on quality assurance of the production process (Module D)
  • Conformity to type based on product quality assurance (Module E)
  • Product verification (module F);
  • Unit verification (Module G);
  • Conformity based on full quality assurance (Module H)
  • Post construction assessment.

Certification with LHR

According to the RCD and LHR scope, we can issue the following documents for the corresponding module of assessment:

  • Module A1: Examination report – Noise emission
  • Module A1: Examination report – Stability and buoyancy
  • Module B: EU-Type – Examination Certificate
  • Module D: Quality system assessment decision – Production (combined with module B-upon manufacturer’s decision)
  • Module E: Quality system assessment decision – Product (combined with module B-upon manufacturer’s decision)
  • Module F: Certificate of Conformity (combined with module B-upon manufacturer’s decision)
  • Module G: Certificate of Conformity
  • Module H: Quality system assessment decision
  • Post Construction Assessment: PCA Certificate supported by a Report of Conformity

Certificate validity & verification

In the case of Modules A1, B, C1, F, G the certificate does not expire. For Modules D, E, H the period of certificate validity is equal to 3 years subject to annual assessments according to the applicable standards.
