Statutory Services

LHR Class acts on behalf an Administration to conduct of statutory surveys, approvals and certification in accordance with:

    • IMO international conventions and codes,
    • ILO International conventions and MLC 2006 as amended
    • National requirements for certification may apply.

 

Conformance with Statutory Requirements

LHR performs surveying, manual and studies review and approvals for certification activities directly relevant to the major international conventions and codes indicatively as below: 

IMO Related (as set out in FAL.2/Circ.131 MEPC.1/Circ.873 MSC.1/Circ.1586 LEG.2/Circ.3 19 July 2017 as may amended in the future)

  • International Convention on Load Lines (LL)
  • International Convention on Tonnage Measurement (TONNAGE)
  • International Convention for the Safety if Life at Sea (SOLAS) including:
    • International Safety Management Code (ISM Code)
    • International Ship & Port Facility Security Code (ISPS Code)
  • International Code of Safety for High-Speed Craft (HSC Code)
  • International Code for Dynamically Supported Craft (DSC Code)
  • International Convention for the Prevention of Pollution from Ships (MARPOL)
  • International Convention on the Control of Harmful Anti-fouling Systems on Ships (AFS)
  • International Convention on Ballast Water Management Plan (BWMP)
  • International Maritime Dangerous Goods Code  (IMDG Code)
  • Other Codes required by the flag of the vessel such as Code for the Noise on board etc

 

ILO Related (as required by ILO 99, 133, 152)

  • Maritime Labor Convention 2006  (MLC 2006) as amended required certificates and MLC manual approval.
  • ILO Convention certificates such as:
    • Accommodation of Crew including surveys, approval of drawing and specifications (ILO 92 & 133)
    • ILO Cargo Gear for surveys and certification (ILO 152)

Where certain instruments have not come into effect for a Flag Administration, LHR shall designate the Certificates issued as “Documents of Compliance”.

Statutory related verification activities are delivered through our competent surveyors who perform their surveys and audits in line with the periodic survey program, throughout the phases of design, construction & operation of ships and offshore unit installations.

During on board surveys our surveyors verify level of conformity of IMO International safety instruments, Flag State National Regulations in force, unified interpretations of statutory related norms together with relevant Flag State interpretations and guidance.
